E is the only correct choice ;-)

D 肯定不对。该了all those of，随意变动修饰语。但是C为什么不对？谁来

1. this is a baseline error - you must train yourself to look for PARALLEL COMPARISONS.
choice (d) contains
even when compared with densely populated countries such as Thailand and Indonesia, the Philippine nation's fertility rates
that's not a valid comparison. since the non-underlined parts of the comparison are countries, the underlined item has to be a country, too.
他说是那个when从句中compared修饰countries，所以主句主语也应该是countries，所以D以rates为主语不对！
2. the difference is
all those of ---> each Southeast Asian neighbor has many fertility rates
those of all ---> each Southeast Asian neighbor has one fertility rate
