Rigid land-use laws in Bellaria rule out construction of new hotels or, indeed, any expansion of hotel capacity. It follows that hotel owners cannot increase their profits in Bellaria since Bellarian hotels______

答案D B错在哪儿？？！！！！

要跟着题干来，不能根据现实中的经验想。

题目说得很清楚，增加利润只有2种方式：1.建更多房间。2.把房间变得更好。
结论是不能增加利润。
题干已经否决了一种方式：Rigid land-use laws 规定不能造更多房间了。
如果2.把房间变得更好。这个方式可行，那么利润还有可能增加，所以要确定利润不能增加的结论，必须把第二种增加利润的方法的可行性也否决掉。
D就对了，房间已经达到法定奢侈极限，没有improve余地。

B在现实中看起来似乎和这个话题有点的联系，但在此题中是无关选项。

我再弱问一个问题啊：当时选B是因为could not have been sited any more attractively 觉得就是不能把房间变得更好的意思吗怎么无关了呢......? 是因为attractively吗？

注意第二种方法：improving what is already there
B说HOTEL的选址已经是最吸引人的了，仅仅说明HOTEL选址的时候选得最好了，不能排除其他方面没有improve余地

而且选址这个事情，早就发生了，和improve what is already there没有关系啊
