俺的理解：
A里面 as well as emitting..., 和burn不是平行的动作。emit不是modify 'engines'. rather, 'emit' 是modify 'burn.....'.
所以这两个V不是//关系。 far less....and far fewer ...是里面的一对平行。

我也觉得不大爽的，虽然通过排除法得到A，但是as well as确实不舒服。感觉省略了很多内容。类似于 'as well as the burning process emitting far less...' 的意思。
个人认为至少engines本身是不emit co2, 而是engine burning fuel才会emit gases..
