我第一次看还以为A是对的。看来考点至少包括避免代词的指代不明。
D的错误，还不在于指代不明，而是对比不平行吧。在于逗号后面，the rules that govern local political contributions are less stringent than national contributions. rules和national contributions比较了。这就是比较明显的错误了。
