This is a must-be-true question, one of the easiest for CR because the answer HAS been stated in the stimulus. You job is just to find it!
C is totally true.
B is wrong because the words "is certain to fail." Nothing in the world is certain except tax and death! Even in the GMAT world. A company may not correctly anticipate the expactation of its customers. However, the same company can still advance the quality of its product.
