正确选项是A。
B. aimed at the decreasing of operating costs and to improve
C. aiming at the decreasing of operating costs and improving
D. the aim of which is the decreasig of operating costs and improving
E. with the ai of operating costs ad to improve
这里我比较疑惑为什么要用aimed at, 而不用aiming at（抛开选项的其他错误），在网上查了一下，aim 还可以用于aim to , aim for...
所以我想知道的是这几者分别是什么意思，在什么情况下用哪个，何时主动何时被动。希望能有人解答。谢谢！

这个句子是完成时态，用aiming不恰当的说

不理解你说的这个完成时态。aiming at...这里可以做目的状语的阿

从逻辑的角度说,policy是不可能用aiming

一个政策主要是被用来降低成本.....

在这里配合完成式时态,a policy whuch has been aimed...

无论如何是不能用aiming的,前面子句的主词跟后面不一样

这道题用排除就好，因为平行结构，所以B不对。。。

至于用现在分词还是过去分词，我认为还是应该用过去分词的。因为其逻辑主语为POLICY，主谓之间为逻辑被动关系，所以用过去分词。

关于你说的aiming at的用法，我也在网上google过了，确实也有很多这样的用法（主语为非人），并且在某高中的英语论坛中也有人指出aiming与aimed在语法中已经没有差别，但我认为这是因为语言的不规范性造成的。由于GMAT是遵循严格的书面英语语法，所以最好还是按照标准的来吧。。。

楼上说的很好，但是我觉得意思大致对了，但是并不完全。

至于aim at/to/for 我不觉得是idiom啊，我们常说aim higher

平行可以排除bcde

aim to do ....and （to）do ...

aim at doing and (at )doing

aim at the ..ing of and the ... ing of

D是不平行且which 不可以这么用，一定要 , which

因为aiming at是错的，aimed at作后置定语才是对的

另外还有一个正确的结构是with the aim of doing

我记得是这样的，我再去查一下吼
