(C)  had raised hopes for a recovery finall being
(D)  has raised hopes that a recovery is finally
(E)  raised hopes for a recovery finally
问题：在E的解释里边，OG给的是For a recovery finally is awkward and--to the extent that it can be seen as grammatical--does not make sense.
这个解释有些看不明白，而且我觉得以前我们国内考试这么说是没有问题的啊，但是为什么在这儿这样说就错了呢？
请NN们讲解一下，谢谢啦~

前半句谓语指代surge 后半句有say 直接判断是单数，现在时选D 。答案说错误是因为不符合正规用法但是语法是可行的语法题是要找相对另外四个正确的一个不是要看每一个是不是严格符合书面用法

仔细分析下E的结构

rise hope for recovery finnally underway

这里的underway 修饰的不是recovery，而是hope，表示hope正在进行，这是错误的
