选B,为什么呢~B说对那些开车的人来说停车费很贵。题目说因为fee高了,所以开车的人会去做公交车。
B选项不是加强了原文吗。。。

B说由于停车费的昂贵,有很多人早就已经改乘公交车了,那么市长就没有必要在propose 一个新的方案了,削弱了结论

或者可以这样理解: B说停车费已经很高了,可是交通状况仍然没有改善。那么,如果再采用mayor的新方案,也不会有什么效果。
