但是and they are unable to raise能不能看成是和主句they sometimes lose money相并列的成分呢？是不是因为and后面重复了they就可以排除这种可能性了呢？

它是when 从句里的东西。

两个they都是指一样东西。没有歧义啊？
你再说明白点，我反复读了几次，没发现可能歧义的存在啊。你觉得在那里有？

这里and they are unable to raise必须在when里面
因为它和短期利率上升共同构成lose money 的原因

嗯，我说的不是they指代的问题
而是可不可以把they are unable to raise看成是主句的一部分（单从形式上考虑）：
they sometimes lose money (when short-term rates rise ）and they are unable to raise
不过这样的话好像就重复主语they了。
呵呵，可能我钻牛角尖了

单从形式考虑，必须省略they
