这个题目我就没看懂。。先是说为了减少犯罪率，后面又说行动与政府的目标相反，因为上过课的犯罪分子出狱后犯罪少了，这句话的意思不就成了政府的目标是增多犯罪率了？好晕。。望nn解释~！！谢谢了
