这个题目我就没看懂。。先是说为了减少犯罪率,后面又说行动与政府的目标相反,因为上过课的犯罪分子出狱后犯罪少了,这句话的意思不就成了政府的目标是增多犯罪率了?好晕。。望nn解释~!!谢谢了
