可这个和秘书的assumption我看不出有什么关系阿

就是说在报告中认定为浪费钱的,但是却被批准要实施的项目大部分都不在总统控制的地区。
如果取反,就说明总统的反对不是依据预算,而是其它目的了。比如说出于报复。
