C) would soar to a level more than one-third higher than it was

D) would soar to a level more than one-third higher than those

E) would soar to a level more than one-third higher than they were

我有2各问题：1 是虚拟语气吗？ 2 B 中的that合适吗？他不代表carbon emissions?

个人认为that不可以,它代表by the year 2010 carbon emissions

that代表的是level，这题毫无疑问的要选B啊

这里不是虚拟语气，因为if从句里面用的是现在时态。

谢谢，是选B.看起来语法真都忘记了，虚拟语气也很少见考到啊。

另外，我老觉得相互比较的是carbon emissions.我再仔细咂摸咂摸
