Teenagers are often priced out of the labor market by the government-mandated minimum-wages level because employers cannot afford to pay that much for extra help, Therefore, if Congress institutes a subminimum wage, a new lower legal wage for teenagers, the teenagers unemployment rate, which has been rising since 1960, will no longer increase.

(A) Since1960 the teenagers unemployment rate has risen when the minimum wage has risen.

希望能打全题目,并核对,以备后人查阅。
商家在最低工资的时候都不雇青少年,因为连正式工都是最低工资的时候都雇不起,那无论teenages是标价多少钱,他们都不会雇的。
B说得就是即使在工资支出最低的时候也是不能雇青少年,那么设什么对于青少年的工资限度都是没有意义的。

原文讲teenages得失业率上升是因为最低工资太高
而B讲从1960年来,最低工资不变,但teenages失业率上升,说明最低工资和失业率或许并没有非常直接
得关系。(可能是其他原因导致teenages失业率上升)
