D中的it属于形式主语,主语从句由whether引导。

C中的it不是形式主语，形式主语要放在最前头指代后面的真正主语，所以it没有指代对象.

是的，形式主语的功能就是因为主语太长，把主语放到后面去，它来形式地代替下主语
