用排除法可知答案是D，但是我有一个问题就是D当中的it指代什么东西呢？难道是指代前面被ban的整个事情？但是it 不是不能指代整件事情的嘛？想不明白了又

这道题我错选 A 的原因是认为 on the ground (of) 比 ... (that) 更合适，因为 KingSoft 的解释说 on the ground of 的意思是“以...为理由”，而 on the ground 的意思是“当场”。再查牛津高阶词典，说 on the ground 是“在普通人中”的意思。那么，请教这里的 on the ground 应该是什么意思？
