个人觉得这题有写错的地放.

However, since all the processing plants are in urban areas, removing the tariff would seriously hamper the government’s effort to reduce urban unemployment over the next five years.

我觉得那个removing 要该成adding后,E才能说的通.

LZ这题可以放过不看了.

E使得城市就业压力更大,所以不取消税收也是不行的。
