我的分析思路:
which could be open to the public early next year肯定是修饰the park,所以AD排除,C用perhaps open to the public early next year不对,排除,E中的 is to be在意思上跟主语 the commission不匹配,所以选择B。也可以得到正确答案。
但是B的最后那个地方使用的是be,我不理解

如果是虚拟that后的谓语用动词原形,should被省略。

OG11TH 53 86 96这三道题目。
53题里的RULE后面,没有用虚拟,时态跟主句一样。86题里的ALLOW后面不用虚拟.
而96题里的PROPOSE却用了虚拟。我一直以为关于命令啊,规定啊,要求啊,建议啊
这样的词语后面就要用动词原形表示虚拟。可是为什么GMAT里,有时候用,有时候
又不用呢?好奇怪啊.

rule 是政府的法令, 而非表示建议,等,不需要用虚拟, (虽然中文听上去有点难以理解,但MM就记住吧)
下面要注意了, 有些动词用不定式和用that从句, 表达的意思是不一样的, 不能一概而论的:
就像allow 这个词, 后面跟不定式的话, 意思是允许, 也就是我们经常认为的allow的含义;
但是如果是allow that, 意思则完全变了, 是" 承认"

好像还有其它的动词与allow类似, MM遇到了, 还需多查查字典就迎刃而解了.
宾语从句中that一定不能omit,所以A和B PK,
再来看which的指代,A指代park's development显然逻辑不通
