decide后面是一个从句，that不能省略，排除A, B, D. C的时态完全改变了句义，司机在认为客户不出现之后又等了一个小时。so only E is correct.before doing ? 总觉得别扭，过去的事嘛，为什么用动名词 这里是分词，不是动名词。before deciding就是before he decided。before加分词，很常见。
