I think the "necessarily" is used to modify "focus"......THe whole sentence is :By focusing on the interesting, not necessarily (focusing on) the significant, .........If there is no "necessarily", it is easy to get the answer "not".....But ETS wanna give more difficulty......BTW, exluding others answers, you could only select answer B, right?
