B 是不是在分词前省略了逗号，prohibiting the sale ... 否则修饰的对象不清，是One of Ronald Reagan’s first 还是President Carter’s directive ？
A 根据临近原则，应修饰 President Carter’s directive

还是觉着A没错。 key:B

有逗号才修饰不明：是修饰directive ，还是表达rescind的后果？
A从意思表达上没错。但与B相比，A在主语和谓语间插入了过多的成分。在OG中有对这种用法的批判。

读了几遍，感觉从句被动语态不能修饰directive。 directive requiring that .or directive that prohibits any ...

B 好。ing 而且简练。
