这题后面的it might have been expected to rise 是不是虚拟语气， 与过去事实相反？

应该不是虚拟语气，而是过去完成时态+被动语态。

might have been 不是固定用法么？这句的句意让我很迷糊，不懂为什么要用might have been ,直接用 when it was expected to rise 是不是就足够了呢？
