答案是E,我选D,看了语法笔记后还是不能明白为什么D错

 two-year low level,意思不对吧,2年长的低水平.就像two-year old boy .

原来two years  是做时间壮语,可是D却是变成做定语修饰了.这种改变造成歧义了.
