In good years,the patchwork of green fields that(surround the San Joaquin Valley town bustles with farm workers, many of them) in the area just for the season.
my quesion is why not use "surrounds".

问题是：到底是PATCHWORK环绕SAN JOAQUIH VALLEY呢，还是GREEN FIELDS环绕呢？
我想选GREEN FIELDS环绕那个山谷比较好些吧。。。

对，从逻辑上，应该是“绿色的田野环绕着。。。”。

而且，是限定性定于从句，所以严格来说应紧跟修饰的对象
