个人觉得，it没有精确指代1980年的哦，in the 1980's 修饰的不仅仅是rate of increase，可以修饰整个句子，这样it精确指代只是指代的rate of increase而并没有加上in the 1980’s
如果前面是the rate of increase in the 1980's的话，后面的it才会精确指代1980‘s的rate
