我觉得选A two times没有twice 简洁 C，D错

up to double 这个infinitival表示的是目的。 而原句是表示两个国家enerny的比较，所以E错

B中 enery 和 expentiture不可比   B错

所以A对 that 指 "energy"

 如果把D改成 up to two times of what West Germans expended 就觉得没问题了
