The past perfect tense in E, had... doubled, is inappropriate unless the increase in engineering degrees is specifically being viewed as having occurred further back in the past than some subsequent event. Choice C is best.

b 说的是two times 是指“两次“,而twice 是指“两倍”(虽然twice也有两次的意思但是这里是指倍数),改变了句子的意思,所以错!
