首先值得指出的是economic和economical的差别，ecnomic的意思是“经济上的”，或者“相关经济的”，而economical的意思更多是“节俭的”，根据文章的逻辑意思这里应该选择“经济上的”所以应该使用economic而不是economical；排除BC
其次比较从句中的省略问题，BCD中都采用了than they do now这样一个比较从句结构，值得注意的是这里的do的指代其实是非常不明确的。抛开表示时态或者语气的would不谈，表示情态的have to在比较从句中通常是不能省略的，换句话说，如果要表达的是 他们必须要知道的比现在必须知道的多，那么应该使用than they have to now这个结构，如果要表达他们必须要知道的比现在知道的多，那么应该使用then they know now这个结构，无论怎么看直接使用they do都是不合适的，会让人怀疑究竟do指代的是整个谓语动词部分还是谓语动词的核心词部分，排除BCD
最后对比AE选项，to develop表达的是一个目的状语，换言之，文章实际上是在描述一个还没有发生的事情，所以使用would表达虚拟语气是更为准确的，这是为什么在对比AE的时候E选项更优的原因
